The function is processed in the voice assistant Google Now, which made it all possible to speak text messages or emails.
To send a message “send a message Hangouts” or “send a chat message” be said. Then the assistant asks who the recipient should be and what is the message.
The function seems to be slowly rolled out and is therefore not yet available to everyone. The voice command does not work yet on smart watches with Android Wear, all is clear that support for them will soon be built
