Microsoft confirms that users are not informed about the hack. The company applies its policies and will do so in the future.
In 2011 reported security firm Trend Micro that a new type of malware emails from Hotmail users were secretly sent to an unknown attacker. An investigation by Microsoft revealed that the malware from China was coming, and that will include leaders of the Tibetan and Uighur community since 2009 were targeted.
Microsoft repaired the leak and told affected users losing their had to change password. There was, however, no reason given for and users did not know that their emails were drained for years.

In a statement states Microsof that the hack was not reported lack of understanding about the source of the attack. But two former employees asking Microsoft to Reuters that the company was afraid to make the Chinese government angry.

Gmail
Microsoft in 2011 was not only the hacked e-mail provider. Google also reported in that year that Gmail accounts were drained. The company pointed not specific to the Chinese government, but said that the hackers were from China.
That led to a fierce reaction from the Chinese government. Google was already at loggerheads with China because the company wanted to apply any censorship on its search engine. A year ago Gmail was completely blocked in China, like several other Google services.
Since 2012, Google also informs individual users when they are the target of a hack. More recently set including Facebook and Twitter same policy
