We are very glad that the Start menu is back with Windows 10. But Microsoft thinks it can still be done some improvements. An update is planned for the coming summer.
The custom start menu ensures that you no longer separately All Apps have to click to find a list of all your installed software. This fact comes directly out once you open the Start menu. However, you can still see your most used apps are at the top. If you want, you can disable it.

Also new is the ‘burger menu on the left side of the Start menu. Find shortcuts now return to the settings screen and the Explorer, as well as the option to turn off the computer. Those are precisely still very prominent, you see them first when you open the Start menu.

Furthermore, it is not certain the new layout. Microsoft first wait for the feedback from insiders. So it may just be that the start menu there soon again really different. But that adjustments to come down, is one thing that is certain.
